The Landscape Architects
Technical Committee (LATC) was created pursuant
to AB 1546 which became effective January 1, 1998.
The Committee was statutorily established under
the jurisdiction of the California Architects
Board (Board). Its purpose is to act in
an advisory capacity to the Board on examination
and other matters pertaining to the regulation
of the practice of landscape architecture in California.
The five-member
committee consists of technical experts who are
licensed to practice landscape architecture in
this state. Under the
provisions of AB 1546, the Governor appoints three
of the members, one is appointed by the Senate
Committee on Rules, and one is appointed by the
Speaker of the Assembly.
The Department of
Consumer Affairs maintains a webpage where existing
board members can access resources and the requirements

Christine A. Anderson was appointed to the LATC on November 4, 2003
and was re-elected as Chair on May 4, 2007.
As the former Senior Associate Landscape Architect
for The HLA Group in Sacramento, Ms. Anderson
provided landscape design and master planning
services for a diverse range of projects,
including open spaces, parks and playgrounds,
interpretive trails, sports facilities, master
planned communities, redevelopment streetscapes,
commercial centers and municipal, and private
office developments. She has extensive experience
in all phases of design and construction,
including managing the complexities of public/private
partnership developments and community facilitation.
Ms. Anderson is past president, secretary
and board member of the Sierra Chapter of
the American Society of Landscape Architects;
chair of the Elk Grove Community Services
District Waterfowl Advisory Committee; and
member of the Environmental Council of Sacramento,
Nature Conservancy, and California Women in
Environmental Design. She received her Bachelor
of Science degree in Landscape Architecture
from California Polytechnic State University,
San Luis Obispo and an Associate of Science
degree in Architecture from Bakersfield College.
Ms. Andersons term will expire on June

Andrew Bowden was appointed to the LATC by Governor Schwarzenegger on December 19, 2007. He is a landscape architect in the landscape architectural firm of Land Concern located in Santa Ana, California. Mr. Bowden received his license in 1979 and has practiced landscape architecture for over thirty years specializing in master planned residential communities and recreation planning. He has been active in the American Society of Landscape Architects (ASLA) and is currently the 2008 President of the Southern California Chapter. He has served as the 2006 President of the California Council of American Society of Landscape Architects (CCASLA), and has also served as Chairman of the Board of Directors for the California Landscape Architectural Student Scholarship Fund of which he is still on the Board. Mr. Bowden serves on the Board of Directors of the Southern California Chapter of the 50+ Housing Council of which he is the head of the Program Committee. Mr. Bowden is a graduate of California State Polytechnic University, Pomona. His term expires on June 1, 2010. |

Stephanie Landregan was appointed to the LATC by the
Speaker of the California State Assembly,
her second term became effective on June 1,
2006. Ms. Landregan is Chief Landscape
Architect for the Mountains Recreation and
Conservation Authority where she works with
the agency to design and provide public access
to open space in Los Angeles and Ventura Counties. Ms.
Landregan is active in the American Society
of Landscape Architects (ASLA), and is a former
president of the Southern California Chapter. She
also teaches for the UCLA Extension Certificate
Program in landscape architecture. Ms.
Landregan graduated from the University of
Kentucky in Arts and is a graduate of the
UCLA Extension Certificate Program in landscape
architecture. Her term expires on June
1, 2010. |

Vice Chair |
Steven Lang was appointed
to the LATC by Governor Schwarzenegger on
July 31, 2006 and was elected as Vice-Chair
on May 4, 2007. He is a landscape architect
in the planning and design firm of Moore
Iacofano Goltsman (MIG) headquartered in
Berkeley, California. Mr. Lang is the managing
principal of the Southern California office
in Fullerton. Prior to MIG, Mr. Lang was
a principal in Purkiss Rose-RSI and Recreation
Systems Inc. He has practiced landscape
architecture for over thirty years specializing
in park and recreation planning and design.
He has been active in the American Society
of Landscape Architects (ASLA) serving as
national Trustee representing Southern California,
Chapter President, Program Chair and Liaison
to Students. He also served as a director
on the California Council of American Society
of Landscape Architects (CCASLA). In addition
to his firm responsibilities, Mr. Lang has
taught for eight years at the Landscape
Architecture Certificate Program at UCLA
Extension and has served on the LATC Education
Subcommittee from 2004-2007. Mr. Lang is
a graduate of the University of California,
Berkeley. His term expires on June 1, 2008. |
