LA
On May 13, 2006,
the LATC participated in ArtsDay LA, hosted by
the University of California, Los Angeles Extension.
The event highlighted the varied arts offerings
from the campus, such as interior design, architecture,
visual arts, art history, graphic design, landscape
architecture, creative writing, and screenwriting.
CLARB
The 2006 Spring
Meeting was held on February 24-25, 2006 in St.
Louis, Missouri. The 2006 Annual Meeting is scheduled
for September 7-9, 2006 in San Antonio, Texas.

Committee
Members
Steven Lang was
appointed to the LATC by Governor Schwarzenegger
on July 27, 2006. His term will expire on June
1, 2008. Stephanie Landregan was reappointed to
a second four-year term by the Speaker of the
Assembly on May 11, 2006. Her term will expire
on June 1, 2010.
Linda Gates was
re-appointed to the LATC by John Burton, Chairman
of the Senate Rules Committee on January 8, 2003.
Her term will expire on June 1, 2006 and is currently
serving in her grace period. Dennis Otsuji was
appointed to the LATC on August 27, 2003.
His term will expire on June 1, 2006 and is currently
serving in his grace period. On November
4, 2003, Christine Anderson was appointed to the
LATC by Governor Gray Davis. Her term will expire
on June 1, 2007.
At its May 4,
2007 meeting, the LATC elected Christine Anderson
as Chair and Steve Lang as Vice Chair for 2006/2007.
The new officers will be serving a one-year term.
Consumer
Guides
Three LATC consumer
guides are available to the public. The guides,
which focus on residential, private development,
and public sector projects, offer important information
about the services provided by landscape architects,
contract requirements, tips on selecting a landscape
architect, and how to file a complaint in the
event a problem occurs. They are located
on the Publications & Forms
page.
LATC Meetings
The next LATC meeting
is scheduled for July 20, 2007 in Sacramento.
The meeting agenda will be posted the LATC website
under "Public Information - LATC Meeting
Schedule" 10 days prior to the scheduled
meeting.
LATC Newsletter
The Summer/Fall
2006 Newsletter was made available on the
LATC website on September 7, 2006.
Landscape
Architects Practice Act
In March 2004,
the 2004 Landscape Architects Practice Act was
printed for distribution. The new edition highlights
regulatory and statutory changes since 2000.
Licensees, candidates
for licensure, and other interested parties are
reminded that the most current statutes and regulations
can be viewed on this Web site under Laws
and Regulations.

Strategic Plan Update
The LATC's last
strategic planning session was held in Berkeley
on February 6, 2007. Daniel Iacofano of
Moore Iacofano and Goltsman, Inc. (MIG) facilitated
the session. The Strategic Plan was updated
based on topics and issues discussed at the session.

Reporting
of Settlements and Judgements
Licensees,
or their counsel, are reminded that under Business
and Professions
Code (BPC) section 5679.5 they are required to
report settlements or arbitration awards in excess
of five thousand dollars of a claim or action
for damages caused by the license holders
fraud, deceit, negligence, incompetency, or recklessness
in practice when the license holder does not
possess professional liability insurance. Settlements
should be reported to the LATC within 30 days
after the settlement agreement has been consented
to; arbitration awards should be reported 30
days after service on the parties.
Under BPC section 5678.5, insurance
companies providing professional liability insurance
to license holders are required to do the reporting
as stated above.
Technical Expert Recruitment
Consumer
complaints against landscape architects are
investigated by the LATC. Some
cases require the opinion of a technical expert
to determine whether the landscape architect's
action(s) deviated from accepted standards of
practice. In an effort to update its database
of qualified experts, the LATC is asking interested
parties to apply by sending in a resume/vitae.
Technical experts must:

Have a current and valid landscape
architect license;
-
Have a minimum of five years
of professional landscape architectural experience;
-
Have knowledge of the standards
of practice for landscape architects;
-
Be able to interpet the Landscape
Architects Practice Act and review and understand
investigative documents;
-
Be able to write clear, concise,
succinct and organized expert opinions; and,
-
Be available to testify at
administrative and criminal hearings.
